Tulsa tolls, PikePass and PlatePay

Two systems, two very different bills

Oklahoma doesn't offer a choice at the booth anymore - there is no booth. Every turnpike reads either a PIKEPASS transponder mounted in the vehicle or, failing that, the plate itself. The Oklahoma Turnpike Authority describes the second method in plain terms: "PlatePay cameras photograph a vehicle's license plate, enabling the Authority to send the vehicle's registered owner an invoice. Drivers without a PIKEPASS will receive a bill in the mail."

The gap between the two isn't small. Setting the PlatePay rates for four turnpikes in eastern Oklahoma in 2023 - Turner, Will Rogers and Muskogee around Tulsa, plus the Indian Nation Turnpike farther south - the Authority's board put it in one sentence: "PIKEPASS account rates have not changed and remain the most cost-effective tolling option, which costs about 50 percent less than PlatePay rates." Billing by mail simply costs more to run than a prepaid transponder does.

If you're driving without a PIKEPASS, the invoice doesn't land instantly - the Authority's own guidance is to check platepay.com directly. And as of late 2024, this is the only way any Tulsa turnpike runs: "Motorists may now keep on rolling with cashless tolling on all 12 Oklahoma turnpikes."

The six turnpikes a Tulsa driver actually meets

Each converted to PlatePay on its own timeline, and each carries its own route:

• Creek Turnpike (SH-364)Entirely inside the Tulsa Metro, linking I-44/Turner to US-412. Cashless since February 2023.
• Turner Turnpike (I-44)The Oklahoma City-to-Tulsa run. Its own equipment contract funded the cashless switch; the board set its PlatePay rate alongside Will Rogers and Muskogee's in June 2023.
• Will Rogers Turnpike (I-44)Tulsa to the Missouri state line - the last Oklahoma turnpike to lose its booths, at Big Cabin in November 2024.
• Muskogee Turnpike (SH-351)Tulsa down to I-40 near Webbers Falls. Fully cashless 29 August 2023.
• Cimarron Turnpike (US-412)Tulsa metro out to Stillwater and I-35. Converted in stages through 2022, finishing that December.
• Gilcrease ExpresswayWest Tulsa's loop road, billed by camera-and-invoice before most others converted - but on its own finances: a "separate trust indenture" kept its rate flat into 2026 while the rest rose.

Deactivating or moving a PIKEPASS transponder

It depends which kind you have. A windshield Sticker is glued to that vehicle's glass and can't be transferred - it has to be shut off, not just removed. A Portable or license-plate-tag transponder belongs to the account instead: "The Portable uses the same new technology as the Sticker and can be moved between vehicles of the same class that are listed on the account."

For a Sticker, the Authority gives two routes: call the Customer Service Center at 1-800-PIKEPASS (1-800-745-3727) and ask them to deactivate it, or log into your online account and remove it from your vehicle list yourself. Selling the car doesn't do this on its own: "Even if you peel a Sticker transponder off the windshield after selling or trading the vehicle, you must do one of the above to prevent possible License Plate tolls from being charged to your account."

Why a bill can still land on you after the sale

Two separate records have to be closed, and selling the car only touches one of them by itself. The plate is the first: Oklahoma issues a plate to the person, not the vehicle, so a seller keeps it and the buyer registers their own once the paperwork is filed.

The second is the one PlatePay actually reads: whoever the state's vehicle file names as the registered owner. That name doesn't update itself the moment you hand over the keys - it changes when the pre-registration goes in, and Oklahoma gives either party in a private sale two business days from the sale date to file it.

Selling instead of dealing with any of this

None of the above changes if you take an instant offer instead of selling privately - you still settle your plate and your transponder the same way. Bring the title, your registration and a valid driver's license or ID. If Service Oklahoma's record for your car is electronic - the default for every title issued since 1 July 2025 - there's no certificate to hand over at all: "Once an electronic title is issued, vehicle ownership is transferred using an Electronic Title Bill of Sale rather than the title itself." That form is Form 718, and a seller signs it in front of a notary - the form itself ends in a notary block: "Subscribed and sworn to before me this ___ day of ___, ___ ... Notary Public [SEAL]."
